Richard Brown Commons Development Proposal

This project called on my classmates and I to produce a development proposal for an affordable housing building on NE Alberta St. in the King neighborhood of Portland, Oregon. Our community partner for this project, Sabin CDC, strives to ensure long-term affordable rental and homeownership housing options, with efforts primarily supporting African American and Afro-Indigenous households adversely affected by gentrification, systemic oppression, and inequalities. Sabin CDC sought to produce this building with integrated housing for people with Intellectual and Developmental Disabilities (IDD). In doing so, our team focused on programmatic, financial, and design elements in alignment with this goal. Design choices included incorporating universal design and trauma-informed design. Resident services targeting community needs like independent living, transit connectivity, eviction prevention, and rental insurance assistance highlight our programming recommendations. The capital stack for this development consists of OHCS Programs, Non-OHCS Grants, Loans, Applicant Contributions, and a variety of other sources like HUD 202 funding. Additional components, such as the inclusion of Permanent Supportive Housing units, aim to help residents sustain housing with dignity, a foundation from which they can build stability and confidence.
